Makueni MP Susan Kiamba and Chair Daniel Kavoi in Ksh 74 Million CDF Misappropriation Scandal

A recent report by the Auditor General has exposed a significant scandal involving Makueni MP Susan Kiamba and Constituency Chairman Daniel Kavoi, who are accused of gross mismanagement and misappropriation of Ksh 74,774,780 from the Constituency Development Fund (CDF).
The report, dated 30th June 2023, highlights numerous instances of financial misconduct within the constituency. It reveals that Chairman Daniel Kavoi spent Ksh 3,485,988 on committee expenses, but Ksh 1,808,000 of that amount lacks proper payment vouchers, casting doubt on the legitimacy of the expenditure.
An even more concerning finding involves MP Susan Kiamba, who allocated Ksh 11,602,822 for the purchase of land meant for constituency assets. However, only Ksh 9,298,641 is documented, with no evidence provided for the missing Ksh 2,304,181, raising serious questions about the management of funds.
Additionally, the report points to substantial discrepancies in the documentation of bursary funds. A total of Ksh 56,865,454 was reportedly disbursed to secondary, tertiary, and special schools throughout the constituency. However, a lack of documentation from the recipient institutions casts doubt on the authenticity of these disbursements and their intended beneficiaries.
The Auditor General’s report also highlights unexplained variances in the Ksh 74,774,780 spent under Kiamba’s leadership, through Kavoi, underscoring a lack of transparency and proper justification for these expenditures.
The findings call into question the financial stewardship of both the MP and the Chairman, prompting calls for a comprehensive investigation to address the concerns raised and ensure accountability for the funds.
