DCI parades suspect it says killed his wife then murdered several women in apparent vengeance after wife squandered money he gave her to start a business

By THEDISPATCH.DIGITAL REPORTER
The Directorate of Criminal Investigations (DCI) claims it has arrested the main suspect in the apparently serial killings hat resulted in several bodies being dumped in a disused quarry in Mukuru Kwa Njenga slum.
Announcing the arrest, DCI paraded Collins Jumaisa Khalisia, as the man suspected of killing over 40 women and dumping their bodies at the Kware dumpsite.
Police said the suspect was arrested outside a club he had gone to watch a Euro Football game in Soweto, Kayole subcounty, at 3:00am and led police to his house, 100metres from the Kware dumpsite. His arrest, police said, followed forensic analysis of Josephine Mulongo Owino’s phone, whose mobile money transactions pointed to him on the day that she disappeared and was later found dead and her body mutilated.
The DCI claimed the alleged killer may have acted out of vengeance.
Seeming to build evidence of a serial and methodical killer, the DCI claimed Khalisia confessed that his first victim was his wife, Imelda Judith Khalenya, whom he strangled to death in 2022 after she allegedly squandered money he had given her to start a small business.
“He opened two businesses for his wife, and she squandered all the money. So he chopped her into pieces…He is a person full of vengeance and bitterness,” said the DCI in a statement.
But the DCI report was immediately dismissed as inadequate as people questioned the quick arrest of the suspect, who seemed to have been lurking around the scene of crime, of the DCI is to be believed, even as the bodies were being hauled out of the dumpsite. Said one critic, @TheCargoProject, “An experienced serial killer, one that has successfully murdered 42 women, while hiding in plain sight, just 400m from a police station, decides, after witnessing police raid the place he frequents to dump bodies, to dump another body, and in so doing, enlists the help of a bodaboda guy, who he tells that he has a human body in a gunia he needs help disposing. Even an amateur serial killer would not be this stupid. DCI should be disbanded.”
Then he continued, posing questions the police did not answer, “Basic Questions the DCI won’t answer (a) How did a serial killer manage to kill 42 women while stationed a little less that a km from a police station? (b) Anyone who has lived in a “nyumba ploti” knows your jiranis will hear you chew your wife at 2am hata kakijaribu kusupress, now Imagine a serial killer cutting down bodies of 42 people and not a single “Jirani” heard him, is this possible? (c) You mean the wife of this man has been missing since 2022 and no one ever reported her missing? The guy was never questioned?”
While DCI may be patting itself on the back for finding a way o silence the noises that have been directed at it since the bodies were discovered, the story it is telling is apparently not believable enough.
